Лідери Європейського Союзу та України зустрілися у Києві сьогодні, під час щорічного Саміту Україна-ЄС – першого Саміту від моменту набуття чинності Лісабонського договору 1 грудня. Господарем Саміту був Президент України Віктор Ющенко, якого супроводжував Міністр закордонних справ України Петро Порошенко. ЄС був представлений Прем'єр-Міністром Швеції Фредріком Райнфельдтом, в якості Президента Європейської Ради, та Президентом Європейської Комісії Жозе Баррозу. Президента Європейської Ради супроводжував Міністр закордонних справ Швеції Карл Більдт. Президента Європейської Комісії супроводжувала Комісар ЄС з питань торгівлі та Європейської політики сусідства Беніта Ферреро-Вальднер.
Визнаючи, що Україна як європейська країна поділяє спільну історію та спільні цінності з країнами Європейського Союзу, визнаючи європейські прагнення України та вітаючи її європейський вибір, Президенти привітали суттєвий прогрес, досягнутий у відносинах України та ЄС за минулий рік у всіх сферах, що представляють спільний інтерес, включаючи співпрацю у сфері зовнішньої та безпекової політики, економічний та фінансовий сектори; енергетичну сферу та сферу охорони навколишнього середовища та клімату, питання свободи та безпеки, а також в багатьох інших секторах.

JOINT STATEMENT
The leaders of the European Union and Ukraine met in Kyiv today, at the annual EU-Ukraine Summit – the first following the entry into force of the Treaty of Lisbon on December 1st. The Summit was hosted by Mr Viktor Yushchenko, President of Ukraine, accompanied by Mr Petro Poroshenko, Minister of Foreign Affairs of Ukraine. The EU was represented by Mr Fredrik Reinfeldt, Prime Minister of Sweden in his capacity as President of the European Council; and by the President of the European Commission, Mr Jose Manuel Durao Barroso. The President of the European Council was accompanied by Foreign Minister Mr Carl Bildt. The President of the European Commission was accompanied by the Commissioner for Trade and European Neighbourhood Policy, Mrs Benita Ferrero-Waldner.
Recognizing that Ukraine as a European country shares a common history and common values with the countries of the European Union, acknowledging the European aspirations of Ukraine and welcoming its European choice, the Presidents welcomed the substantial advances made in EU-Ukraine relations in the past year in all areas of mutual interest including through cooperation on foreign policy and security policy issues; the economic and financial sectors; the energy sphere and in the area of environment and climate and in justice, freedom and security matters as well as many other sectors.

The 13th EU-Ukraine Summit will take place in Kyiv on 4th December. The Summit will be hosted by President Viktor Yushchenko. The Commission will be represented by President José Manuel Barroso and Commissioner for Trade and European Neighbourhood Policy, Benita Ferrero-Waldner. The Summit will provide the leaders of the EU and Ukraine with an opportunity to discuss common responses to challenges such as climate change, the global economic and financial crisis and energy security. The leaders will welcome continuing progress in EU–Ukraine relations while underlining the need for Ukraine to give fresh impetus to its reform efforts. The implementation of the Eastern Partnership and cooperation in sectors as diverse as energy, justice, freedom and security, transport and the environment will be important items on the agenda. International issues which will be addressed at the Summit include relations with Belarus, the Republic of Moldova and the Russian Federation.

EU-Eastern Europe: Towards a Partnership in Energy Efficiency
The Eastern Europe Energy Efficiency and Environment Partnership will be launched during a donor conference, jointly organised by the European Commission and the Swedish Presidency of the EU, on 26 November in Stockholm. The Partnership will promote investment in energy efficiency in the Eastern Partnership region, starting in Ukraine with a particular emphasis on the district heating sector. During the conference, donors will make pledges for a Fund to support the Partnership in its objectives, which will serve to leverage much larger sums lent by the International Financial Institutions. The European Commission is ready to support the initiative by: contributing €10 million to complement Ukraine's own contribution to the Fund; finance projects under the Initiative, from the Neighbourhood Investment Facility; help mobilise actions under the initiative through the Covenant of Mayors; and contribute to creating the conditions for investment by assisting the necessary legislative and policy reforms under the INOGATE energy programme.
